With version 16.7.0 upstream finished the migration to Ruby31 (as this
overlay already did with versions 16.2.8, 16.3.5 and 16.4.1).

Upstream now recommends to restrict access to the git repository data
directory to 0700, so you should do
  sudo chmod 0700 /var/lib/gitlab/repositories
