Subject: [PATCH] chromium-bidi: fix isolated declaration emit for defaulted parameter

The CommandProcessor constructor parameter `parser` has a default value,
so its type implicitly includes undefined. TypeScript's isolated
declaration emit (used by the devtools build for the chromium-bidi
.d.ts targets) does not support adding undefined implicitly, so spell
it out.
