The binary ja_JP.UTF-8 file is installed into /usr/share/i18n/locales/musl (the directory named by MUSL_LOCPATH, matching sys-apps/musl-locales) and is consumed by musl's locale framework via __mo_lookup. It provides a working Japanese LC_TIME (day/month names, date order) and UTF-8 LC_CTYPE. As with all current musl locales, LC_NUMERIC is not applied (musl limitation) and most strerror/LC_MESSAGES strings are English fallbacks. LICENSING NOTE: upstream declares no license file. The catalog msgids are derived from musl (MIT) and the Adélie musl-locales templates (LGPL-3/MIT); the Japanese translations are by tai-ga with no license statement.
