The tools run under the system Python implementation selected via PYTHON_SINGLE_TARGET (or the python_single_target_* USE flags); the upstream CIPD Python bootstrap is replaced. The self-updater is disabled: update the package by emerging a newer version. CIPD-based tools (luci, bb, rdb, dirmd, ...) download their binaries to $XDG_CACHE_HOME/depot_tools on first use.
