Do not install the test binaries or their CTestTestfile.

Regenerated from hipCUB-7.2.0-no-tests-install.patch for ROCm 10.0 (verified
2026-08-30): both blocks survive verbatim but moved, and the trailing
rocm_install(FILES ...) is no longer trailing -- 10.0 appends a
generate_resource_spec install after it -- so the old end-of-file hunk could
not apply. Behaviour is unchanged.
