Include <cstdint> in the CUDA dynamic sparse attention header.

dynamic_sparse_attention_impl.h, new in 1.31.0, declares a uint32_t parameter
without including a header that defines the type. By the time nvcc reaches
it, int32_t and int64_t happen to be declared already and uint32_t is not:

  dynamic_sparse_attention_impl.h(69): error: identifier "uint32_t" is undefined

verified 2026-10-09 with CUDA 13.4.2 hosted by gcc 16
