Do not install the test binaries or their CTestTestfile.

Regenerated from rocRAND-7.2.0-no-tests-install.patch for ROCm 10.0: both
blocks survive verbatim but moved (the per-test rocm_install from line 108 to
116, and the trailing CTestTestfile block from 139 to 199), so the old hunks no
longer applied. Behaviour is unchanged. verified 2026-08-29.
